Something 20-25L in size, robust, waterproof (obv) with a good fixing system. I just need the one. I guess a pocket or two would also be handy.
Years ago I used Carradice Carradry ones, but they weren't very robust tbh, which surprised me. I must have binned those when we moved house and didn't think I'd commute again.

That's some serious dough! This is to go on a standard rack on a very heavy cx bike! The Altura Sonic 25 looks good, but no pockets. Haven't seen the Ortlieb Backloader Urban in the flesh, but looks decent online?

The Altura drylines have one pocket and completely waterproof, had no problem with my ~10 year old ones

Waterproof in which way?
I've been using the £10 single sided ones from Planet X for commuting for a few years, still going strong. Comes with a waterproof cover to put over which works perfectly well.
Edit: Useless advise since it looks like they finally sold out of them. They had them on there for years.

I've got the Ortlieb roll-top panniers. They're quick and easy to fit and the roll-top design is good for keeping the wet out.
I'm not sure what the life expectancy of a set of panniers is, but after 7 years of being used nearly every day one of them started to wear through on one corner. It's the fabric bit rather than the PVC and strangely it's only on one side of one bag. The other bag is still like new, albeit a bit grubby now

When I looked the waterproof ones were a lot more expensive. I got a cheap set and then use some canoe sacks to keep stuff dry. Obviously if you need to keep a lot of different bits of kit dry its probably cheaper in the long run to buy waterproof

Our olive barrels don't fit in my panniers? Or do you mean there's some actual new fangled waterproof canoe solution?

What did you go with in the end?
I've been looking at either;
Topeak DryBag Pannier (Single)
or
Ortlieb Back Roller City Pannier Bags
I'm on a single side at the minute - but two smaller ones would be better to separate out gym kit and office stuff.

I'm getting them for Christmas from my wife (arrived apparently). I just went for the Axiom Monsoon Hydracore 32 in the end. Reduced from £90 to 39.99. Like you I normally only need small panniers (just the one in fact). The panniers are fabric outer, with dry-bag inner. They look snazzy at least, and for £40 not too worried. Bloke in the office recommended Axiom. Some reviews score them low as they're not big enough or robust enough for a 4-month MTB ride across Mongolia, but that's irrelevant to me.
